ECCE joins as a signatory of the Luxembourg Declaration on Public Procurement!

We are proud to announce that the European Council Of Civil Engineers (ECCE) has officially endorsed the hashtagLuxDeclaration25 Luxembourg Declaration on Public Procurement, adopted on 15 May 2025 during the “Architects + Engineers: Partnership for Resilient Design” conference in Luxembourg.

The Declaration — supported by Architects’ Council of Europe (ACE-CAE), European Council of Engineers Chambers, EFCA – European Federation of Engineering Consultancy Associations, OAI – Ordre des Architectes et des Ingénieurs-Conseils, and now European Council Of Civil Engineers (ECCE) — calls for an ambitious revision of the EU’s procurement framework to:

✅ Move beyond lowest price as the sole criterion
✅ Recognise the specific nature of intellectual services
✅ Promote quality- and innovation-driven procurement
✅ Improve access for SMEs and new entrants
