Issues

One of WCCE’s main objectives is to enhance regional and interregional cooperation, dialogue and the implementation of concrete projects and initiatives with tangible impact on our civil engineering community. WCCE identifies and supports projects which enhance partnerships and interactions in the region between promoters, partners and beneficiaries through the scaling up effect and development of innovative initiatives. WCCE acts as a catalyst of projects, accompanying promoters throughout the project lifecycle and enhancing the dialogue to create synergies for partnerships. Such initiatives are driven by its Standing Committees and Working Groups.

Current Standing Committees

Standing Committees require the approval of the General Assembly, on recommendation by the Executive Committee. They are created in an area with specific interest to Civil Engineering and with a balanced membership participation. Currently WCCE hosts 5 Standing Committees (other 3 currently inactive). Each Standing Committee has the hosting support of a National Member, providing the Chairman and Secretary of the Committee as well as the administration and expenses. The Standing Committees are elected for a period of three years, renewable for another three years, altogether six years. Then the host country must change. The Chairmen of the Standing Committees are Vice Presidents and become ex-officio members to the Executive Committee.

Following, we present WCCE’s Standing Committees.

Construction hosted by Puerto Rico Acting Chair: Ing. Emilio Colon – Bio

Purpose

Promote the role of the Civil Engineer and Ethics within the Global, Regional and National Construction Industry and establish a forum to share experiences and improve its activities in Civil Engineering and Ethical conduct. Develop strategic alliances with the construction industry and the support to the WCCE.

Main goals
  • Establish a forum for discussion of construction and ethics related topics through industry organizations, construction companies, WCCE Member Organizations and civil engineers.
  • Promote uniform building codes, standard specifications and model contracting instruments.
    Promote the use of Alternate Dispute Resolution for construction contracts.
  • Develop ethics and integrity in work execution through training in ISO 37000 application under the GIACC program.
  • Promote the use of technology and technology transfer.

Education, Training and Capacity Building hosted by  Zimbabwe Chair: CEng Martin Manuhwa – Bio

Purpose

Develop and promulgate appropriate Engineering Capacity Building practices in the least developed, developing and developed countries in engineering and related industries and engaging with the appropriate United Nations agencies, international non-government organizations and national members of Federation of African Engineering Organisations to provide Engineering Capacity Building advice and strategies.

Main goals
  • Encourage and support Engineering Capacity Building theme leaders to organize international capacity development activities.
  • Draft practice guidelines and policies related to Engineering Capacity Building for the consideration and approval of the WCCE Executive Council and WCCE members.
  • Represent WCCE at meetings relating to Engineering Capacity Building and professional practices.

Water hosted by Argentina
Chair: Ing. Jorge E. Abramian

Purpose

Reflect the regional and diverse challenges related to water issues through the discussion within the Standing Committee and provide technical expertise and awareness to UN’s water related issues and initiatives.

Main goals

Supporting the following joint WCCE – IAHR publications:

  • Journal of Applied Water Engineering and Research (JAWER).& Revista Iberoamericana del Agua (RIBAGUA) in Spanish and Portuguese.

Address within the SC to UN Water related issues and initiatives

  • Climate Change and its impact on the environment, resilience based on knowledge and technology.
  • Best practices on drought and flood management. The role of Civil Engineers as risk managers of.
  • Access to safe water, for populations at risk in Latin America.
    Sustainable water infrastructure.

Circular Economy equality hosted by Nigeria Chair: Eng. Aishatu Aliashu Umar –  Bio

Purpose

Support inclusive green growth through approaches that increase circularity in the construction industry: aligning the production and consumption patterns in the construction industry to promote efficiency in using materials, water, and energy, considering the resilience of ecosystems, natural capital, and the circular use of material flows.

Main goals
  • Establish a Forum for Discussion for Water related topics through industry organizations, governments, NGOs, other professions and civil engineers.
  • Foster Integrated Water Resources Management (IWRM) policies.
  • Promote Use of Technology and Technology Transfer
    Training and capacity building.
  • Promote transparency and full stakeholder participation as guiding principles for all aspects of water governance
    Improve fair competition and accountable implementation of water projects.
  • Collaborate on advancing UN’s Sustainable Development Goals.

Purpose

Intends to create a global platform for young Civil Engineers to enhance their skills, knowledge of professional best practice, software, mentorship and networking.

  • Foster Integrated Water Resources Management (IWRM) policies.

  • Promote Use of Technology and Technology Transfer

  • Promote transparency and full stakeholder participation as guiding principles for all aspects of water governance.

  • Improve fair competition and accountable implementation of water projects.

  • Collaborate on advancing UN’s Sustainable Development Goals.

Sustainable Development hosted by Argentina
Chair: Ing. Civil Juan Domingo Yacopino –  Bio 

Purpose

Promote the message of sustainability stated by UN’s 2030 Agenda and the achievement of a sustainable urban space defined by the UN Habitat New Urban Agenda, considering our profession as a fundamental tool to help provide the basic needs of the populations and enhance our global community and its quality of life through environmentally, socially and economically responsible civil engineering practices.

Main goals

  • Lead the civil engineers community to become practitioners of sustainable civil engineering principles.

  • Encourage global leaders to a more resilient and sustainable future through IPCC’s Conference of Parties (COP).

  • Contribute to improvement of global building regulations towards values of sustainability and resilience.

  • Foster sustainable engineering education and practice through partnerships. (universities, engineering associations, etc.)

Purpose

Natural Disasters hosted by  CUBA
Chair: Darío Candebat

Main goals
  • Raise awareness in the civil engineering communities of the member countries about the natural disaster issues in civil engineering applications.
  • Follow the advances in the civil engineering practice concerning natural disaster issues over the world.
  • Disseminate information about the developments in natural disaster civil engineering practice.
  • Foster global partnership and disaster knowledge network.
  • Organize an international congress concerning earthquake and tsunami in collaboration with other international organisations.
